California’s state prison system appears to be in crisis. It’s been plagued by massive cost overruns, accusations of physical abuse, overcrowding and the nation’s highest rate of recidivism. Recently Governor Schwarzenegger picked Jeanne Woodford, San Quentin’s first female warden, to head up the state’s embattled Department of Corrections. Can she correct corrections?
