After Operation GateKeeper put tighter controls on the U.S.-Mexico border near San Diego, the crossing points for illegal immigrants went eastward, says Donna Tisdale, who owns a ranch 1.5 miles from border. Tisdale adds that people cross into the U.S. through her property on an almost daily basis.
