Because of state budget cuts, this coming school year, the UC and Cal State systems will turn away qualified students for the first time since 1960. That date is significant–1960 was the year the state adopted its Master Plan for Higher Education. Here’s a look at how the Master Plan came to be and what it envisioned for California students.
