Should SB-2, the Health Insurance Act of 2003, become law? On election day, California voters will be asked to weigh-in specifically on the national debate over the future of employer-sponsored health care. But how did the U.S. come to rely on employers to provide health insurance? What is the future of this arrangement given spiraling health care costs?
