Geographically the largest county in the state and the country, San Bernardino County is also known for its low voter participation. It has among the lowest percentage of registered voters in all of California. We visited several communities in the city of San Bernardino where voter participation is particularly low and talked to its citizens about the issues and beliefs that discourage voting.
