Proposition 62 would open primary elections for all California voters, regardless of their party affiliation. The top two vote-getters for most offices would then advance to the November election in a runoff. Proponents say this could lead to more moderate representatives. Opponents, including all of California’s political parties, disagree. They have their own ballot measure, Proposition 60, which would keep the system the way it is. If both measures get approved, only the one with the most votes wins.
