This election, two counties in California are exploring new ways to stimulate voter participation. San Francisco will test-drive an Instant Runoff Voting (IRV) system that allows voters rank local candidates; the first U.S. city to do so in 30 years. Meanwhile, in Orange County, the registrar is experimenting with placing Early Voting Booths throughout the county in malls, grocery stores and government buildings so that residents can vote as early as a month before the official election without becoming an absentee voter.
