Proposition 71 would commit $3 billion in state money over the next 10 years to create what would be the largest state-supported embryonic stem-cell research program in the nation. While supporters say this will push California to be a world leader in biotechnology, the opposition raises the ethical concerns of extracting stem cells from days-old human embryos. But can California afford to spend so much on one lead?
