This time around, the two seemingly indistinguishable measures, propositions 78 and 79, offer very different approaches to the same problem: how best to provide discounts for low-income Californians who buy their prescriptions retail.
We asked three voters to become California Connected reporters for a week and take a much closer look at these competing measures. Their assignment: to find out what we all should know in order to understand the differences between these two initiatives.
