Prop. 80: Back to the Future?

Proposition 80 was rejected by voters in the November 2005 election.

Few Californians will soon forget the rolling blackouts of 2000 or the market manipulation later shown to be at the heart of those uncertain times. But are a majority of state voters ready to roll back the de-regulation which proponents of Prop. 80 argue set the stage for those systemic failures?

Backed primarily by consumer rights activists, Prop. 80 would effectively re-regulate the electric energy industry and require legislative and governor approval for future changes to the state’s energy policy.

But the measure’s detractors argue that this reform is unnecessarily rigid and would eliminate needed flexibility in an already complex and fluid energy market.
