Since 2001, the federal government has more than tripled spending on non-military, homeland security. The Transportation Security Administration handles aviation-security spending while responsibility for port security is shared between the Coast Guard, the U.S. Customs and Border Protection, and the Ports.
The money allocated to these security operations can take a while to spend. For example, the National Port Security Grant Program has received $700 million as of Spring 2006 but $222.3 million still remains unspent.
